IP Address already configured on an Interface - when trying to add IP to VE

Currently have one VE with an IP address configured, and trying to add a second one I get this error:
IP Address already configured on an Interface.
This is within a tenant partition. The IP address I am trying to add does not overlap with the other VE or the management interface under the shared partition. The A10 is configured in transparent mode - at least it should be. The documentation is a little lacking on proper configuration for transparent mode with multiple VLANs running through it. I don't have the global IP address configured, because I am using multiple VLANs through the load-balancer. I wouldn't want a global IP address because traffic to/from servers should stay in the VLAN it originates - there is no "global" VLAN.
The only thing I can think of is that because I have the VLAN tagged to two interfaces (to pass traffic through the load-balancer) this is somehow preventing me from adding another VE.
